The Ministry of Economy and Competitiveness has recently published the ‘Guide 2.0 for public procurement of innovation’, which is an update of the guidelines published in October 2011, incorporating both legislative developments and the experience gained in recent years.

It is aimed at the government and other agencies and entities of contracting public sector to better and better enforcement of procurement procedures and awarding innovative public procurement both in their mode of Public Procurement of Innovative Technology and the Pre commercial Public Procurement, while different instruments but both oriented with equal importance to the promotion of innovation policy. The new guide incorporates new about the concept and legal framework for innovation or strategic use of public procurement to promote innovation, among others. Also, the new procedure Innovation Partnership and recommendations for the design specifications aimed at buying presents innovation. It can be downloaded here
