Modelo de Gobernanza

Con el fin de gestionar adecuadamente el Campus de Excelencia Internacional Triangular-E³ se propone un modelo de gobernanza flexible y evolutivo que facilite el dinamismo en la gestión, y la adecuada toma de decisiones por parte de los socios de la agregación.

Máximo órgano de representación

El Máximo Órgano de Representación del Campus tiene como función diseñar y promover la estrategia coordinada basada en los objetivos estratégicos y planes de actuación cuya ejecución será delegada en el Comité Ejecutivo, la Oficina Técnica y las Comisiones de trabajo. El máximo órgano de gobierno está formado por los Rectores de las tres universidades como máximos responsables de las instituciones que forman parte de la agregación core.

 

Comité Ejecutivo (CE)

Se ha constituido el Comité Ejecutivo del CEI Triangular-E³ formado por los Vicerrectores de Investigación de las tres universidades que componen la agregación, con el mandato de coordinar y gestionar las actuaciones correspondientes a los subprogramas Campus de Excelencia y Fortalecimiento de la convocatoria CEI 2011.

Su principal función será asegurar el cumplimiento de los objetivos estratégicos mediante seguimiento y supervisión de la ejecución de las acciones propuestas en el CEI. También, deberá programar y dirigir las tareas referidas, así como instrumentar los medios técnicos necesarios.

 

Oficina Técnica (OT)

La Oficina Técnica asume la función de ejecución, gestión, seguimiento y evaluación del avance del proyecto. Asimismo, coordina la actividad de comunicación institucional del CEI Triangular-E³. Está integrada por un equipo mixto constituido por personal de las universidades y profesionales externos y será el brazo ejecutor del Comité Ejecutivo y el apoyo de las Comisiones de trabajo para garantizar el cumplimiento de los objetivos estratégicos en los que se basa el proyecto.

Se han habilitado oficinas del Campus dotadas de sus correspondientes equipos en cada una de las tres sedes principales.

Se realizan reuniones periódicas de seguimiento de las acciones y de coordinación y toma de decisiones tanto a nivel de Comité Ejecutivo como a nivel Técnico. Para agilizar las mismas y optimizar el uso de recursos, se utiliza habitualmente la videoconferencia.

 

Mecanismos de puesta en marcha, gestión y  seguimiento

La agregación requiere de estructuras y procesos que posibiliten un funcionamiento eficaz, en la búsqueda de la excelencia, y eficiente, en el exquisito respeto a la autonomía y complicidad de los socios.

Las decisiones que afectan al CEI Triangular-E³ se toman colegiadamente entre los representantes designados por cada miembro de la agregación, tanto a nivel estratégico (Comité Ejecutivo y/o Máximo Órgano de Representación cuando es necesario) como a nivel operativo (Oficina Técnica). Los miembros del Comité Ejecutivo y de la Oficina Técnica del CEI Triangular–E³ mantienen una comunicación continua.

Este reparto de tareas y responsabilidades ha permitido un desarrollo óptimo de las diferentes acciones del proyecto así como un consumo eficiente de los recursos disponibles.

In the interests of adequately managing the Campus Triangular – E³, we propose to adopt a flexible and evolutionary governance model, so as to make management more dynamic and help the aggregation partners take decisions.

 

Organizational Chart

Highest representation body

The highest governance body of the Campus will have the function of designing and promoting the coordinated strategy based on the strategic objectives and action plans whose execution will be delegated onto the Executive Committee, the Technical Office and Work Committees. The highest governance body will be composed of the top managers of the institutions that are part of the core aggregation.

 

Executive Committee (EC)

The Executive Committee of the CEI Triangular-E³ are constituted by Research Vice-Rectors of the three universities that compose the aggregation. The mission of the EC is to coordinate and manage the actions corresponding to the subprograms of Strengthening of the CEI calls 2011.

Their main function will be that of ensuring that the strategic objectives are put into effect, by means of a follow-up and supervision of the above-mentioned tasks, as well as the realization of the technical means needed.

 

Technical Oficce (TO)

The Technical Office will assume the function of executing, managing, following up on and assessing the progress of the project. Moreover, it will coordinate the institutional communication activity of the CEI Triangular E³. It will be composed of staff members of the universities and of external professionals, and will act as the executor of the executive Committee and the support of the Work Committee in order to guarantee the fulfillment of the strategic objectives on which the project is based.

Campus offices equipped with their corresponding office equipment in each of the three universities belonging to the aggregation have been enabled.

There are regular meetings of follow‐up actions and coordination and decision‐making both at the level of Executive Committee and Technical Office. To expedite them and optimize the use of resources, video conferencing is commonly used.

 

Mechanisms of implementation, management and monitoring

The aggregation requires structures and processes that will help a functioning that is efficacious in its search of excellence, and efficient, in its exquisite respect for the autonomy and complicity of the partners.

This distribution of tasks and responsibilities has enabled an optimum development of the different actions of the project as well as an efficient use of available resources.

The decisions that concern to CEI Triangular-E³ take collectively between the representatives designated by every member of the aggregation, as much at strategic level (Executive Committee and /or Representation Organ when it is necessary) as at operative level (Technical Office). The members of the Executive Committee and of the CEI Technical Office have supported a constant communication.
