Resumen Ejecutivo

Los Rectores de las Universidades de Burgos, León y Valladolid presentamos el proyecto Campus de Excelencia Internacional Triangular E3 (CEI Triangular –E3), con el lema  “Los Horizontes del Hombre”, con el que las tres Universidades concurren conjuntamente a la convocatoria 2011 del Programa Campus de Excelencia Internacional del Ministerio de Educación. Este proyecto es el resultado de la colaboración de las tres universidades y de su compromiso con un futuro compartido, que se plasma en una alianza fundamentada en el convencimiento de la necesidad de aunar nuestros valores y fortalezas para afrontar los retos de la universidad del siglo XXI.

La propuesta cuenta con los decididos apoyos de la Junta de Castilla y León y de los gobiernos municipales, tanto económicos como institucionales, por su importancia como proyecto catalizador y polo de conocimiento del cambio de la economía regional hacia un modelo productivo más sostenible.

A estas tres universidades se agregan como socios promotores de primer nivel, implicados en el CEI Triangular – E3 desde el primer momento, las siguientes instituciones, centros científicos y tecnológicos y empresas relevantes en las áreas de especialización:

–Evolución Humana: Centro Nacional de Investigación sobre la Evolución Humana (CNIEH), Fundación Atapuerca, Museo de Evolución Humana (MEH) e Instituto Max Planck. 

–Envejecimiento: Consejo Superior de Investigaciones Científicas (CSIC), IMSERSO, Gerencia de Servicios Sociales de Castilla y León, Telefónica España, Instituto Nacional de las Tecnologías de la Comunicación (INTECO) y empresas del sector agroalimentario de la región (Grupo Leche Pascual, Campofrío FoodGroup, Grupo Matarromera-Vitartis).

–Ecomovilidad: Renault S.A., Michelin S.A., Instituto para la diversificación y el ahorro de la energía (IDAE), Telefónica España, Foro de Automoción de Castilla y León (FACYL), Clúster de Bienes de Equipo en Castilla y León (CBECyL), Ferrocarriles Españoles de Vía Estrecha (FEVE), IBERDROLA.

Como resultado de la alianza de las tres universidades que suman al 75% de la población universitaria de la Comunidad Autónoma de Castilla y León, junto a sus socios institucionales, sociales y empresariales, se comprometen a compartir estrategias y a aportar recursos con el objetivo de impulsar un Campus de Excelencia Internacional diferenciado y especializado en las áreas temáticas de Evolución Humana, Envejecimiento y Ecomovilidad.

El lema simboliza la trascendencia y el impacto socioeconómico de su especialización. Así, en Evolución Humana, el CEI va a aportar conocimiento sobre el origen y pasado del ser humano. En Envejecimiento, desarrollará soluciones para afrontar el impacto de este proceso en la sociedad, promoviendo un envejecimiento saludable y activo. Y en Ecomovilidad, generará recursos para dar respuesta a los retos de movilidad y transporte, bajo las premisas de eficiencia energética, sostenibilidad económica y ambiental así como de accesibilidad universal.

 

La visión del CEI Triangular – E³ es llegar a ser un referente internacional en la generación de conocimiento, en la formación de profesionales e investigadores y en la interacción con el entorno social y el sector tecnológico–industrial para la valorización del conocimiento científico y tecnológico en las áreas de evolución humana, envejecimiento y ecomovilidad.

La misión del proyecto es conseguir un reconocimiento de excelencia internacional del CEI Triangular – E³.

Esta se fundamenta en: 

• Una docencia, presencial y virtual, de calidad, fundamentada en la innovación conceptual y metodológica y con títulos adaptados al EEES, orientada a dar una formación multidisciplinar de referencia internacional, diferencial y capaz de aumentar la empleabilidad y la movilidad geográfica y sectorial del talento humano, que incluya tanto a la universitaria como a la formación profesional, con la idea de ser aún más efectiva en la empleabilidad, capacitación y reciclaje de los titulados y profesionales.
• Una investigación científico–tecnológica de reconocido prestigio internacional en las áreas temáticas del proyecto, capaz de resolver las necesidades específicas del tejido empresarial y con capacidad para incrementar las bases del conocimiento en esos ámbitos.
• Un modelo abierto de innovación y de co–creación (Living Lab), incluyendo al usuario final en el proceso de creación de los nuevos productos y servicios.
• Una cultura emprendedora creadora de empresas basadas en el conocimiento especializado con vocación de proyección internacional.
• Un modelo de internacionalización del CEI Triangular – E3, basado en la fortaleza que supone la agregación entre tres universidades y su entorno empresarial, que incluye empresas de implantación internacional capaces de proyectar la imagen del campus al exterior.
• Un modelo de financiación mixto, público – privado, basado en la Compra Pública de Tecnología Innovadora (CPTI) y acuerdos con la empresa privada, que garantice la sostenibilidad del proyecto.
• Un modelo de gobernanza basado en la cooperación público–privada con empresas nacionales e internacionales innovadoras.

Objetivos Estratégicos

Para alcanzar la visión y misión previamente definidas, el proyecto CEI Triangular – E3 plantea una serie de objetivos estratégicos, encaminados a establecer un marco de actuación que le permitirá convertirse en agente de referencia internacional en los ámbitos de Evolución Humana, Envejecimiento y Ecomovilidad:

OE 1 Consolidar la excelencia docente de las titulaciones en las áreas de conocimiento del CEI Triangular – E3 y en sintonía con el Espacio Europeo de Educación Superior (EEES), haciendo especial énfasis en la conexión de la formación profesional con el sistema universitario.

OE 2 Programas de movilidad docente (learning mobility) e investigadora (knowledge mobility) para favorecer el intercambio bidireccional intercampus e internacional de estudiantes, investigadores, profesores y profesionales.

OE 3 Desarrollar un modelo de financiación mixto, público – privado, potenciando la Compra Pública de Tecnología Innovadora (CPTI) en las tres áreas del campus, así como acuerdos con la empresa privada.

OE 4 Potenciar la transferencia y valorización de conocimiento generado en el campus y fomentar la cultura emprendedora, la creación de empresas y la creación de empleo con la puesta en marcha de las ideas de negocio generadas en el campus.

OE 5 Fomentar la interacción y el compromiso social del CEI Triangular – E3 asegurando la accesibilidad plena de personas con discapacidad y dependientes al Campus, así como la cohesión e integración del territorio regional para promover el desarrollo sostenible.

OE 6 Implementar un modelo de gobernanza del CEI Triangular – E3 profesional e independiente, que facilite la gestión eficiente del campus y permita su sostenibilidad financiera a medio plazo.

OE 7 Apostar por una estrategia activa de internacionalización y de colaboración (redes y alianzas) del Campus en su conjunto, para alcanzar la presencia y dimensión internacionales que le corresponde.

Gobernanza del proyecto

Con el fin de gestionar adecuadamente el Campus Triangular E3 se propone un modelo de gobernanza flexible y evolutivo. De manera que, a partir del momento en que se obtenga el sello de CEI y se inicien las acciones descritas en este proyecto, se puedan evaluar distintos modelos de organización jurídico-administrativa, tales como fundación, consorcio o asociación, que faciliten el dinamismo en la gestión, y la adecuada toma de decisiones por parte de los socios de la agregación.

En este sentido, se prevé un organigrama como el que se muestra a continuación, en el que dependiendo de la fórmula jurídica elegida, se establecerá el máximo órgano de representación del CEI. Éste contará con un Comité Ejecutivo (CE), apoyado por un Comité Asesor Internacional (CAI), para tratar aspectos estratégicos, mientras que la gestión diaria estará bajo la responsabilidad de un Gerente (G), quien dirigirá la puesta en marcha del CEI a través deuna Unidad de Gestión (UG) y de Comisiones de Trabajo Internodales (CTIN) para cada una de las principales áreas de trabajo del campus: Docencia e Internacionalización (DI), Investigación y Transferencia (IT) y  Transformación del Campus (TC).

En la tabla a continuación, el Mapa Integral de Actuaciones, presenta el proyecto en su totalidad y muestra la lógica horizontal del Plan de Acción 2011–2016 entre Visión, Misión, Objetivos Estratégicos, Objetivos operativos, del CEI Triangular – E3, cada una de las acciones propuestas y su vinculación con los aspectos evaluables.

 

We, the Rectors of the Universities of Burgos, León and Valladolid, hereby present the Triangular E3 International Excellence Campus (CEI Triangular – E3) project, whose motto is “The Horizons of Mankind” and with which the three Universities are to jointly apply to the 2011 call of the International Excellence Campus (CEI) Programme of the Ministry of Education. This project is the result of the collaboration of the three universities and of their commitment to a shared future, as expressed in an Alliance based on the conviction of the need of uniting our values and strengths to face the challenges of the University of the Twenty-First century.

This proposal can count on the full support, both economic and institutional, of the Junta of Castilla y León and of the municipal governments, due to its importance as a catalyst Project and a pole of knowledge of the change of the region’s economy towards a more sustainable productive method.    

The following institutions, scientific and technological centres and relevant companies in the specialisation areas, are aggregated to these three universities as first-level promoting partners, due to their involvement, from the very start, in the CEI Triangular – E3:

–Human Evolution: The National Research Centre on Human Evolution (CNIEH), Atapuerca Foundation, Museum of Human Evolution (MEH) and the Max Planck Institutes. 

–Ageing: Spanish National Research Council (CSIC), Institute for Older Persons and Social Services (IMSERSO), Management of Social Services of Castilla y León, Telefónica España, National Communications Technology Institute (INTECO) and companies of the region’s food and agriculture sector (Leche Pascual Group, Campofrío Food Group, Matarromera Group, Cluster of Agro-alimentary Biotechnology of Castilla y León (Vitartis).

–Ecomobility: Renault S.A., Michelin S.A., Institute for the Diversification and Saving of Energy  (IDAE), Telefónica España, Automotive Forum of Castilla y León (FACYL), Capital Goods Cluster of Castilla y León (CBECyL), Ferrocarriles Españoles de Vía Estrecha (Spanish Narrow-Gauge Railways, FEVE), IBERDROLA.

As the result of the alliance of the three universities representing 75% of the university population of the Region Comunidad Autónoma de Castilla y León, the promoting universities are committed, together with their institutional, social and entrepreneurial partners to share strategies and provide resources with the aim of promoting a differentiated Campus of International Excellence, specialized on the areas Human Evolution, Ageing and Eco-Mobility.

The slogan symbolizes the transcendence and the socio-economic impact of its specialization. Thus, in Human Evolution, the CEI will contribute to expand the knowledge on the origin of mankind and it’s past. In Ageing, it will develop solutions to face the impact of this process on society, promoting healthy and active ageing. And regarding Eco-Mobility, CEI will generate resources to respond to the challenges of mobility and transport, under the premises of energy efficiency and economic and environmental sustainability, as well as universal accessibility.

The vision of CEI Triangular – E³ is to become an international reference in knowledge generation, in educating professionals and researches and in interaction with the social setting and the technological and industrial sector, for appreciation of scientific and technological knowledge in the areas of human evolution, ageing and eco-mobility.

The mission of the project is to achieve the recognition of international excellence of CEI Triangular – E³.

This is based on:

• Quality teaching, both on-site and virtual, based on conceptual and methodological innovation and with degrees in accordance with the EHEA, oriented towards giving a multidisciplinary training of international status, differential and capable of increasing the geographic and sectorial employability and mobility of human talent, including both the university ambit and that of vocational/ professional training, so as to be even more effective in the employability, training and recycling of the graduates and professionals.
• A scientific-technological research of recognised international prestige within the thematic areas of the project and capable of solving the specific needs of the business fabric, as well as of increasing the knowledge bases within these areas.
• An open model of innovation and co-creation (Living Lab) that includes the final user in the process of creating the new products and services. 
• An entrepreneurial culture that can create companies based on specialised knowledge and aiming at international projection.
• An internationalisation model of the CEI Triangular – E3 that is based on the strength entailed by the aggregation of three universities and their business environment, which includes internationally-implanted companies that can project the image of the campus overseas.
• A mixed financing model, both public and private, based on Public Procurement of Innovative Technology (CPTI) and on agreements with private companies so as to guarantee the sustainability of the project. 
• A governance model based on public-private cooperation with global and innovative companies.

Strategic Objectives

In order to attain the vision and mission defined above, the CEI Triangular – E3 project has established a series of strategic objectives in order to create a performance framework that will make it possible for it to become an international reference agent within the areas of Human Evolution, Ageing and Ecomobility:

OE 1 Consolidate teaching excellence of the diplomas in the areas of knowledge of the CEI Triangular – E3 and in harmony with the European Higher Education Area (EHEA), placing special emphasis on the connection of vocational / professional training with the university system. 

OE 2 Develop efficacious mobility programmes favouring intercampus and international bidirectional interchange of students, researchers, professors and professionals.

OE 3 Develop a mixed public-private financing model, enhancing the Public Procurement (CPTI) within the three areas of the campus, as well as agreements with private companies.

OE 4 Enhance the transfer and valorisation of knowledge generated in the campus and promote entrepreneurial culture, the creation of companies and job-creation with the application of the business ideas generated in the campus.

OE 5 Implement a professional and independent model of governance of the CEI Triangular – E3 that will help an efficient management of the campus and make it financially sustainable on a mid-term basis.

OE 6 Promote interaction and social commitment of the CEI Triangular – E3 guaranteeing the full accessibility of disabled and dependent persons to the Campus as well as the cohesion and integration of the regional territory to promote sustainable development. 

OE 7 Favour an active internationalisation strategy as well as a collaboration strategy (networks and alliances) for the campus as a whole, in order to attain the corresponding international presence and dimension.

Governance of the proyect

In the interests of adequately managing the Campus Triangular – E³, we propose to adopt a flexible and evolutionary governance model. In this way, from the very first start of the project, it will be possible to assess different models of legal-administrative organisation, such as a foundation, consortium or association, so as to make management more dynamic and help the aggregation partners take decisions.  

In this respect, a flowchart such as that shown here has been proposed, in which, depending on the legal formula chosen, the highest body of CEI representation will be established. This will have an Executive Committee (EC), supported by an International Consultation Committee (IAC), for dealing with strategic aspects, while the daily management will be under the responsibility of a Manager (M), who will direct the start-up of the CEI by means of a Management Unit (MU) and of the Internodal Work Committee (IWC) for each one of the main work areas of the campus: Teaching and Internationalisation (TI), Research and Transfer (RT) and Campus Transformation (CT).
